DALLAS – Feb. 4, 2026 –The Dallas Foundation, founded in 1929 as the first community foundation in Texas, is proud to announce the appointment of Elizabeth Carlock Phillips as the new Chair of its Board of Governors. A respected entrepreneur, investor, and philanthropic leader, Phillips brings a strong background in ethical leadership, family philanthropy, and community advocacy.
Phillips has served on The Dallas Foundation’s Board of Governors since 2019 and held the role of Vice Chair for one year, helping to guide the Foundation’s mission and long-term vision. She has served on the Board’s Development and Marketing, Community Impact, Nominating and Governance, and Investment committees, contributing her expertise in stewardship, governance, and strategic philanthropy.
In her expanded leadership role, Phillips will serve as Board Chair as The Dallas Foundation prepares for and celebrates its Centennial in 2029. Her tenure will also coincide with the implementation of the Foundation’s new strategic plan, marking a pivotal chapter of growth, innovation, and deepened service to Greater Dallas.

Phillips has served as Executive Director of the Phillips Foundation since 2013, where she has helped guide strategic grantmaking and impact investing efforts focused on long-term, systems-level change. A nationally recognized advocate for survivors of child sexual abuse and trafficking, she has worked to raise awareness around the misuse of nondisclosure agreements through Trey’s Law and has supported statute of limitations reform across the United States. In addition to her leadership at the Phillips Foundation, Phillips previously served two terms as a Governor-appointed Trustee for the University of North Carolina at Greensboro.
